Basically, I need a weapons system to be deployed by our armed services to surround a hurricane with a ring of soybean oil or at least in front of a hurricane, days in advance of the storm’s approach. Soybean oil is the cheapest light edible oil. It has been tested to diminish evaporation by 15% on normal seawater. The oil self-deploys covering the sea surface evenly at the rate of between 0.1 and 0.3 m/s or between .22 and .66 mph. Deployments must take account of tides and winds. Edible soy bean oil probably lasts about two weeks on the ocean surface, as it is eaten by microbes and fish to increase fisheries. There is no residue. The deployment system should minimize residue as well and be non-toxic. A fifteen percent reduction in evaporation is sufficient to make warm Gulf seawater look like an iceberg to an oncoming hurricane. As everyone knows, hurricanes are fed and guided by evaporation of seawater. Can you help me out with this? We could sell it to the US Navy, the Coast Guard, the US Air Force, hell, even the US Army or US Space Force. The US Army could deploy the few thousand gallons of soybean oil via rivers like I did for hurricane Matthew or offshore as I did to save Key West from Hurricane Irma. We need better communication systems in place. There had to be a better option than launching thousands of satellites into earths already cluttered orbit. Not only does it hinder ground based astronomy ( none reflective material would have been a good start) but its creating substantial risk to space debris. It only takes one to set off a cascade of debris.
