If you would have gone back to the other room to the right, you would have seen a large cart of saltpeter that you would push back towards the downed meat. Then you could have thrown a sling rock at it and that would cause the saltpeter to go all over the meat and bring all the rats over to it. I was surprised it let you go as far as you did because if you look, Lucas is trapped back in the room because he can't get past the rats to go up the ladder.
