Please do not mention Procopius when talking about either French or Italian history. From what I've gathered from credible sources in Italy and France then, there was no actual "fall of Rome," at least in terms of the government. While the imperial title was abolished and military leaders were no longer Roman nobles, the governmental structures remained intact, and Roman law continued to be enforced. In fact, the kings of France and Italy were clients of the Eastern Roman Emperor, even going as far as sending the standards to the East, implying he was in charge.
