Considering all the custom work, I wouldn't be shocked if that PC cost the best part of 4 grand, not including the monitor. As for the second monitor, given your space limitations, off to the right like that is probably ideal. It's easier to look to the side than look up, and if you're right-handed (like most people are)you're going to be naturally inclined to look to the right.
