Two the Clinton admin sued banks for redlining, not making mortgages in some poor areas & we’re finned billions. Freddie Mac & Fanny Mae were offering no money down & no asset verification mtgs. Ppl were using their homes as piggy banks they had the original mortgage then took home equity loan so had no skin in the property. That’s when you had the brokerage accts bundling these loans.
