It's not that England doesn't need foreigners, it's the fact that the country also needs to take care of the challenges happening within. Even the Ukrainians who are allowed to come temporarily, will not be given citizenship. England has been recieving millions of people for decades. It's only normal to analyse the issues in the country you live even if you were born outside that country.
