U need a biometric ID card to travel to both countries. It's not free travel per se coz only those who have the new biometric ID can travel. Biometric ID replaces biometric passport. The only difference is that the ID doesn't expire. Biometric ID will take long to get for citizens and may be expensive to get. Meantime Passport remains in use. You cited Cameroon and Nigeria as examples, but they were country, a sovereign State at the material time under international law1. But I take your point. I see where you are coming from. The crux of the problem here is the Passport a person carries when he or she travels away from home base. Some countries for example Nigeria have garnered bad reputation, negative social capital for themselves by the conduct of the rank and file of the citizens especially the government officials. I think the appropriate measure here should be: No Visa requirement. A travel document would suffice for the same objective simultaneously provide internal peace and security to both countries to fend off saboteurs and criminals. You might say what about those who do not have travel document to which I would reply that is something the government has to take care of by issuing travel document or identity card to all its citizens free of charge. Even though we can travel anywhere in Europe across borders without Visa, without being checked we still need a travel document not necessarily passport just for identification purposes in case of emergency. You raise an important point which is too large for me to address in this space suffice to say that is a matter for AU to address if it ever wants and knows what its tasks are.
