It’s about the will of the government to protect its people from earthquakes. In China, recent earthquakes especially in Sichuan killed students in their schools as their structures collapsed. The Chinese government still doesn’t care much. Moreover it did the opposite and tried to suppress the news.

I am back here to comment that the thumbnail has been changed to what seems like an AI generated image, and to say that I'm disappointed they chose that over an image over a year after this video was posted. The original title and thumbnail was, if I am not mistaken, "The world's largest earthquake machine" and the thumbnail was a test building on the machine with a red circle and text saying "1300 tons".

Hi Derek there is another way to prevent house from collapsing in earthquake, traditional Chinese wood buldings have a counter intuitive approach to earthquake, we build a top heavy and light bottom wood house. It can withstand earthquake of more than magnitude 10.

As someone who experienced an earthquake as a kid, the tests done here looks more terrifying than the one which I lived through (we were far from the epicenter to avoid damage but close enough to make it like a weird theme-park ride.
