(I believe that is the medical term for it)? If not, why the unfairness? Is Madagascar a country with an inheritly unfair form of government? And once earlier right before you listed children as a victim, you said men. Does that mean you have this form of punishment for consenting adult gay men? Or consenting adult gay women? Because if you do, then that part of the law if applied to consenting adult gay partners, is immoral and not based on science and should be discarded. Personally, I think chemical castration or removal of testicles should be considered first, as if you only cut off their "P" that does nothing to stop urges. Rape is never about sex, rape is about the rapist's power over their victim. If they don't have their "P" they cannot put that inside another person, but rapist don't always use that exclusively, and so you could find victim ending up dead because of massive internal damage due to whatever the rapist uses has his tool to show his power over his victim. Or at minimum, you will find boy and girl victims even greater traumatized over the rape. I'm not trying to be gross, just explaining the realities of what can happen as I made friends years ago with twin ladies that had gang raped together and we had some rather frank talks about what happens and the emotions, fears, anger, and such that occur during an incidence. I hope you would understand these are complex matters that are just stopped because you pass such a law as yours. Does this work, does it have it's flaws, should we take stronger steps to stop SA, maybe. There will always be predators, and our best defense isn't a reaction after the fact, but a watchful eye to make sure that it doesn't happen in the first place. Also, consider this, a lot of things were the LGBT community during WWII by the NAZI's. One of them was castration. It didn't change that person.
