because the angular momentum makes narrow rotation WAY faster. similar to the wingnut in zero-g. but you CAN flip it perfectly flat end to end. you just have to do it with almost 0 sideways rotation. i did it multiple times just now to confirm.

It isn't necessarily that the person can't throw it correctly—it's that the physics of a rigid body makes a perfectly stable rotation on that specific axis mathematically and physically impossible in a real-world environment.
