Put a loop on the back of the cup. Attach this to a post at the end of the rack. Mount a guide rail for the rack, then interface a gear with the rack, and a lever with a ratchet to the gear. Now you can crank the rack and the pouch back one crank of the lever at a time. Use a trigger pull to lift the loop off the post, and it fires. So you pull individual bands onto a stabilized pouch with a trigger release like I've seen you make many times before. This way you don't have to worry about muscle strength to cock it. It will take longer to prep but your problem becomes the strength of the materials. Manually pull the payload back halfway to a latch attached to a mechanical advantage slider. The handle portion could run the entire length and the latch portion only the back half. The final draw could 2:1 of (nearly) your entire wingspan to pull the carriage back an extra couple feet. (When you pull the hand loop forwards, the rope just goes slack. When you want to take your hand out of the loop, the rope holds it from going back too far automatically.
