It doesn't mean that the Bible contradicts itself. There are several issues like this where the finiteness of our knowledge and experience bumps up against the infiniteness of a God who wants to communicate and relate to is. As believers we are constrained by what the Bible says about these things. It is clear that God is absolutely sovereign, and he is not guilty of sin. Those who sin are held accountable in appropriate ways, or Jesus bears their punishment. The concern reformed theologians have is usually that God's sovereignty and glory is slighted by exalting man's free will in a way that's unbiblical or unbalanced.
