In some countries you can own pneumatic guns without permit only with 4.5 mm caliber maximum and not more then 100 meters/second muzzle velocity. And probably it's even possible to make it shoot syringes with tranquilizer in a revolver form like that. Seeing as these needles can pass through fabric body armour like kevlar, they have restricted them.
