Tesla will need to be within regulatory compliance for each state. I don't believe every state is on board with FSD just yet. I could be wrong, but it's a bold claim to make that it will be available to all of North America later this year. FSD is also of course subject to delays. Same for taxis.. There will need to be a lot of government compliance stuff for that to happen.
