Provide Low interest Loans that Purchase Income Annuities Allow very low interest loans to be provided to individuals (not companies or governments) with less than the guaranteed income level that are automatically used on their behalf to purchase for them income annuities which pay out at a higher rate than the interest on the loans, and automatically use part of the income from the annuities to pay off the loans. With that simple system in place, someone with no money and no income could go to a bank and get a loan at, for example, 0.3%, and purchase an annuity that pays, for example, 1.3%, and repeat that process and/or do it on a large enough scale to secure for themselves the guaranteed income level. Note that providing a livable guaranteed income means that the labor force will shrink almost to the point of vanishing entirely, because if people can get a livable income for nothing, they absolutely will. The Jamestown experiment, Mao's "Great Leap Forward," and many other similar experiments have thoroughly and definitely proven, over and over, that if people aren't held responsible for producing enough to feed themselves, they won't. They'll starve instead. So any kind of guaranteed income will necessarily depend heavily on the advent of robots. Fortunately... robots that can perform most human labor are already here.
