In Acts 2:38-39 Peter said the promise (The Holy Ghost as they had just experienced it) was to them and their children and to all that are afar off even to everyone that God has called. Everyone that God calls is called to receive the Holy Ghost just like they did on the day of Pentecost. And they still received it the same way 20 years later (see Acts 19:1-6).
