It seems to me that if we are confronted with an "unusual event", the most we can say is that it is an "anomaly" (in Dr. Turek's six tiered classification). I don't think we are able to determine if an unusual event should be classified as "divine providence" (the concept of which seems to deny free will, by the way), or as a "miracle", if we cannot exclude the possibility that the event was caused by some natural cause or even "law" that we simply don't know about yet.
