However, you didn't mention that practically all luxury yachts use gyro-stabilizers known as "zero-speed stabilizers" that inhibit the rocking motion of yachts while anchored or docked. They are quite effective for that purpose. Many larger yachts have both gyro-stabilizers and fin stabilizers.
