To be accurate Plasma did have an option for touchpad only scrolling speed adjustment with not so common modern Synaptics touchpads. I'm not sure why GNOME lags behind this considering they were early on Wayland. I used Neon for a while and went back to Cinnamon, but I like it so well that I kept it on my system. Now, I will definitely have to upgrade it. Plasma looks absolutely great. Upgrades can be exciting, but there might be a few things to manually solve afterwards, especially with the transition to Wayland (which seems to be way better now with fractional scaling support and ICC colour profiles). I've never forgiven them and have run Ubuntu MATE ever since. I have zero use for a desktop dock, and in fact it's a giant minus for me. I can't stand Gnome either.
