Are you sure you're not mixing them with Hungary, Slovakia or Serbia ? Also most of the European 'thing' about NATO and the US has been created by Trump when he said he would let EU nations fend for themselves if they were not paying enough... which forced many countries to start thinking about alternatives, such as a stronger European defence to limit risks if the US was to bail out of the alliance. France has always been skeptical about NATO (since De Gaulle) ... it's one of the biggest arms sellers in the world, they develop their own equipments (nukes, fighter jets, nuclear aircraft carriers and submarines, frigates, etc... ) and they see US' grip on the alliance (+ their European neighbors) as unfair and detrimental to EU's strategic independence, influence & sovereignty (see their own experience after the Suez crisis & US' retaliation following France's refusal to invade Irak). The other nations are all-in with NATO, I've never heard about Germany being overly critical of it... and again, if they are talking about building stronger armies today, it's because Trump could become a problem (+ it has been an American request for decades !). Not sure about Europeans investing massively in their intelligence agencies... the fact they underfunded / downsized their military for decades allowed them to develop a better quality of life for the average citizen ( healthcare, education, working conditions, social protection, etc...) compared to the US.
