Unfortunately, most jurisdictions aren't as literally "by the book" as German law enforcement apparently is, so even if technically legal (short blade, not locking) would get you into trouble, especially if recognised as a punch-dagger.
Maybe if the blade can open "all the way", to be a straight line with the handle (perhaps having the glass-breaker as part of the blade and rotate into the handle?), it might "slide under the radar"?

Aber hier hat das Messer für mich keinen Anwendungszweck. Kann man es für etwas anderes als zum Stechen verwenden? Selbst mit dem Bithalter hält sich der Mehrweg in Grenzen. Wenn ich also ein Messer führen möchte, dann andere. Als Sammlerstück bestimmt nice. Aber hier hab ich das Gefühl, du rüstest die "Falschen" aus.
