If this magnet had a changing magnetic field, it would absolutely wreak havoc the moment it charged past a certain magnetic flux density. It'd cause everything in it's surroundings to emit EM radiation (light), heat up non-conductive materials & turn into a radio transmitter. Of course, it'd be a rather insurmountable feat of taking a 2 story long magnet & constantly rotate it the entire time while it damages & breaks equipment through weak OR strong EM radiations (depending on the material).
