A lot of times the different layers of steel in "Damascus", one layer will have nickel as a small percentage in the mix of metals and carbon that make up the steel alloy. Citric acid does work, not sure if vinegar (acetic acid) would also work. I used vinegar to get zinc off from steel pieces that I was about to weld, took a long time and would've needed to take more time and vinegar.

Any acid will work, Just slowly. that is why they use stronger mineral acids: sulfuric, Muriatic, or phosphoric. but any acid will do if you are patient, often I use vinegar or citric for rust removal. Heat will speed things up, but I would only recommend that with citric.
