Just like in all groups, there are plenty of greedy conservatives who don't want to help anyone. But a lot of us do help people as part of our faith. And not just people of our faith but all kinds of people "BECAUSE" of our faith. So we do believe in helping people. We just believe the government is historically bad at it. And just like the government shouldn't be running around trying to "help" people elsewhere in the world instead of at home in our own country, many conservatives think that should be even more closer to home. Meaning I shouldn't be funding abortions in California with my taxes when I could be supporting those who need food and shelter in my own state with my money before the government takes a ridiculous cut for all the people who don't live near me for programs I don't agree with.

With the caveat that I am nothing close to an expert, I think you are missing the point of soft power. It is premised on the idea that totalitarian regimes rise out of dysfunction and desperation, so it is better to help them with economic development than to wage war against them when they fall under the influence of tyrants like Hitler, Mussolini, and Stalin. That was the expensive lesson of WW2, and it is the very same reason the Marshall Plan was implemented. The Iron Curtain was a real thing, and it sucked vulnerable countries into an oppressive system. USAID was intended as a better way than war to protect countries like Vietnam and North Korea from falling to Soviet imperialism. I'm not going to defend the many horrible and hypocritical decisions that the US has made at the expense of other countries, but I'd take the USAID approach over the nation-building through slaughter approach any day of the week. People complain about it being a waste of money, but it was an absolute pittance of the US budget, and to my view, one of its best investments. USAID could definitely have benefited from more independent oversight, but to my view, attacking it is like stoning the jaywalker to death while letting the serial killer go free. There are much bigger fish to fry in the US government.
