Dude you do not want a control system like that on a building because when the system because overloaded it can cause massive oscillations just like a fat guy standing on a log. It can basically cause a positive feedback and start contributing to the force.

Did they tell the banks that financed this building or the insurance company? That seems like something they could say put them at an enormous risk and the policy they had did not cover that risk so they would purchase an extra policy to cover that risk and demand payment. This is the same thing they would do to you or me if somehow we got out of carrying full coverage on a financed car and they would do this even after the fact.
