Did they tell the banks that financed this building or the insurance company? That seems like something they could say put them at an enormous risk and the policy they had did not cover that risk so they would purchase an extra policy to cover that risk and demand payment. This is the same thing they would do to you or me if somehow we got out of carrying full coverage on a financed car and they would do this even after the fact.

Think how much faster they could have eliminated the danger if they weren't doing it cloak and dagger... and on a budget. They could have brought in 20x the manpower, shut the building down for 2 days, and fixed the whole thing.

I believe there was a last minute design change that changed the joints from welded to riveted to cut cost. Then the flaw was realized and then they were welded.
