When I see these snippets you have aptly chosen from the first dozen or so years of Simpsons episodes, my brain is finishing out dialogue before the characters themselves. Our council provide compost caddies (unfortunately the bottom is perforated) and compost caddy lining bags made of cornstarch.
Chuck in some torn- up manilla envelopes or plain brown corrugated packaging (carbon), empty into compost bin / pile / heap when full.
No electricity used.
Or use a pail with a tight lid.
Indoor Vermi or Bokashi composters are cheaper and don't use electricity.

Get some chicken or pigs or goats or .... ALL of those and More. If people can keep DOGS even in High Human Concentration Cities, then why NOT walk a couple pigs & goats & chickens on Leashes! Goats aren't really picky about what they eat, and really enjoy eating flowers from all those front-lawn gardens, pigs would help eating organic trash, and aerate gardens looking for tasty tubers, and chicken are DELIGHTED to find earthworms dug up by the pigs, and especially the Earthworms running Everywhere on the surface after a heavy rain!
Eggs & Bacon & Ham & Cheese with a Tall glass of Milk! Mmmmmm ..... City living could be a BLAST!
