I wouldn't stress over owning those pieces of land because it's completely useless to the current owners. Even if they wanted to build something on it, they would need to get an easement from you to access it. Unfortunately, they got screwed. They are paying taxes on it and I'm sure they would be happy to give it up. Not only that, their taxes will go up once you improve the property. My suggestion would be to make them an offer - give them a 5-year access to stay at the resort for free twice a year in exchange for the property. IMO the ball is in your court.

The big issues for the people that own those land locked properties is that they have no access to it. Unless there are easements for roads to the property but doubt that. Worthless land and might get rid of it.

Form letter to all list tax payers. Flat offer. Equal across the board. Any plots that are behind their taxes. Talk with the county to have them saddled with abandonment. Then, be ready when the action is announced. Be at the front in a suit coat and bid on every inch. Everyone else will walk after the first three to five sales. Like you said. It's worthless land unless you chose to work with the owners. Could also look at trade and swap option if the plots are being used for some crazy tax shelter nonsense.

What a nightmare... But it's like you mentioned. You probably wouldn't be here if the land wasn't like that. And the fact you got the county exited to get it all back to a proper ranch? Major plus. (Although they are probably exited because they'll be able to tax all of it, I bet they can't trace some of the land to the current owners).

Some good ideas in the comments. I’ve had experience with counties/municipalities and abandoning ROWs. That may be the simplest first step to gain control of all the “paper” streets, especially since the county is already on board. Then the tedious process of mailing letters or cold calling the other owners. I’d start with the largest parcels and any local owners first. Happy to help if you need it

Not to insult your intelligence here, but if you didn't know, you should be able to look up the deeds at the local courthouse. Just need the parcel numbers. That map you have should have the parcel numbers on them. Then you'll have a list for when you're ready to buy.
