His legacy is indeed very mixed. Yes, he built the modern FBI and he did a lot of good. But he also used it as his own private police force and basically shredded the Bill of Rights. It would have been best if he had been quietly retired in the 1950s. FWIW Hoover had wiretaps on at least a couple of Jack Kennedy's mistresses.
