Probably a technical solution to this overall "problem" would be to make the corporations fly their farm workers in for one year periods with a few family members, along with also being responsible for any violations of vehicle insurance by their workers. This would greatly reduce the number of DUIs AND stop the violations of human rights by the cartels since the trip would be a single commercial flight. It would also prevent the dishonesty by the employers who pass the risk and cost, except for the costs involved with any government welfare, medical, and school for the children.
Another risk mitigation measure would be heavy automating the current direct physical farm labor by humans using robot arms and computer vision.
The left's best argument currently is that "gringos aren't volunteering for the farm labor jobs". To strip the problem to its fundamental nature, all forms of financial assistance must be accounted for.
