Tax - Catholic Church still has tax. Because of their belief in purgatory. If you want to make sure you or your family will go to heaven you can buy the way out.
Military - priests swear to bishops to be subordinate. If they think differently their reputation might be easily destroyed. Those are soldiers. They claim to be the only true church, they still use excommunication if anyone would try to correct mistakes in doctrine etc. so they threaten you with taking away your salvation.
Jail- not physically, but if they dominate they could threaten you with anathemas or at least they marginalize you. so when you have catholic mindset there are many ways that they can threaten you or push you to do some things they want you to do.
Protestants/Evangelicals are much closer to what Jordan Peterson is referring to.

Well, occasionally they do a tiny little bit of child molestation, and then they hide the offenders by moving them to different jurisdictions. But that's nothing compared to the fact that they cannot tax you (lets forget the psychological taxes like tithing and indulgences) or conscript you (lets forget the feudal barons and kings during crusades who did the conscription for them) or put you in prison (lets forget the inquisition), exactly because they have lost most of their power.

They can't tax (Control you financially)
No military (Can't kill you)
No conscription (Can't force you to kill)
