The house I lived next door to was bought for a couple of U.S Presbyterian missionaries who were had to flee with 20 min to get out taking only only 20 lbs each of their personal things. After the revolution. When the fighting calmed down a few yrs later they were allowed back in and served several more years and were there during the outbreak of Ebola desire but it didn't hit their atea. Altogether they ended spending about 25 yrs in the Congo.They loved the country and the people.

Democracy basically means people's state. So yeh it still can be called a democracy because it was still a state (the state is made up of people) but it embraced democracy in its highest form and that is totalitarianism.
Voting is just voting, eg Britain is a constitutional monarchy that allows for voting.
