How is driving a scooter regulated in the US? Here in Germany we can only go up to 45 km/h with a car drivers license. If you want to go faster (to aboutt 100 km/h) you need an extra "small" motorcycle add on to your license or even an extra motorcycle license if you want to drive bigger machines.
